Ongoing Enforcement Against Roadway Solicitation

As part of Constable Jerry Garcia’s ongoing commitment to addressing community concerns regarding roadway solicitation, our deputies continue to proactively patrol high-traffic areas.

While on patrol near the Gulf Freeway at Fuqua Street, a Precinct 2 deputy observed a male actively soliciting from the roadway—a location where the same individual had been previously warned just this past weekend.

Deputies made contact with the individual, identified as Alan Barnes, with the intent to issue a citation for the repeat offense. During the identification process, deputies discovered that Mr. Barnes had an active parole violation warrant issued by the Texas Board of Pardons and Paroles in Austin.
The warrant was confirmed, and Mr. Barnes was placed under arrest without incident. He was transported to the Harris County Joint Processing Center where he was booked.
