On Tuesday, March 11, 2025, at approximately 4:20PM, Deputy O. Cartlidge was on patrol and conducted a traffic stop on a motorized mountain bicycle for traffic offenses in the 15700 block of Galveston Road. The operator of the motorized bicycle was identified as 45-year-old Jonathon Dale Garrard, from the Clear Lake Area. Garrard’s information was checked through local and national databases and was found to have a warrant out of Tennessee for Manufacturing and Delivery of Methamphetamine. While waiting to see if Tennessee would confirm their warrant, Garrard told Deputy Cartlidge that he had Methamphetamine in his backpack. A probable cause search was conducted, and Methamphetamine was located along with a glass pipe for smoking. Also found during the search was a Texas Driver’s License, an Oklahoma License to Carry Permit and two health insurance cards belonging to a different person. Sgt. M. Ford contacted the owner of the licenses and insurance cards, who stated his wallet was stolen about 3 weeks ago and he reported it to Webster PD. The victim wished to pursue charges on the male for possessing his property. The Harris County District Attorney’s Office was contacted and accepted the charges of Possession of a Controlled Substance and Fraudulent Possession of Identifying Information. Garrard was booked into the Harris County Joint Processing Center without incident.
