Yesterday, April 29, 2025, Deputy J. Humphrey made an arrest on a male for two felony warrants and a female for hindering the apprehension of a fugitive. Deputy Humphrey arrived at an apartment located in the 1500 block of Bay Area Blvd. in Houston to look for 37-year-old Matthew Bishop, whom the deputy knew was wanted out of Harris County for felony Evading in a Motor Vehicle and Possession of a Controlled Substance. Deputy Humphrey was familiar with the male because on April 16, 2025, he was involved in a vehicle pursuit with Bishop and he was subsequently arrested. After Bishop later failed to appear for court on the charges, arrest warrants were issued for him. When Deputy Humphrey arrived, he went to Bishop’s apartment and observed a delivery driver talking to Bishop from his apartment doorway. Deputy Humphrey was able to positively identify Bishop by sight. Upon seeing Deputy Humphrey, Bishop slammed the door and refused to exit the apartment. A female began to talk through the door repeatedly stating Bishop was not home, even though he was seen by Deputy Humphrey inside the apartment. After a 20-minute standoff, the male finally exited and was arrested. The female was also familiar to Deputy Humphrey because she had been in the vehicle with Bishop when he fled from him on April 16th, but had to be released that day due to medical reasons. The female was arrested for Hindering Apprehension of a Fugitive and Failure to Identify, after it was learned she provided a false name to Deputy Humphrey both yesterday and on April 16th following the initial pursuit. Her true identity was confirmed to be 34-year-old Samantha Ann Galloway and it was discovered she was also wanted out of Fort Bend County on warrants for Unauthorized Use of a Motor Vehicle and Fraudulent Use of ID. Both Bishop and Galloway were booked into the Harris County Jail without incident. Bishop has since been denied bond and a bond for Galloway has not yet been set.
