Summit Learning’s Managing Director of Implementation Success, Nicholas Kim, presented the inaugural Gradient Learning School Leader of the Year Award to Norma Penny posthumously recently at the library bearing her name at Lomax Middle School. The award will now be presented annually to principals and assistant principals nationwide who rethink, reimagine, and rebuild education by passionately working together with their communities.
Surrounded by Norma’s friends, family and her Carter Lomax extended family, her husband Vaughn received the award on her behalf.
“She would have appreciated this award and being here with you all,” said Mr. Penny as he emotionally thanked everyone. “She really would have loved to be here.”
Kim opened the floor for others to speak of Norma Penny’s impact and successes.
Among those, Lomax Assistant Principal Lela Mills shared that the Lomax Staff wanted to ensure Norma Penny’s legacy lived on by providing new books called Penny Books that are on display and have a label inside that testifies to Norma Penny and her contributions and her love of reading. Every year, new books will be selected for display as Penny Books and placed into circulation the following year with the same format.

Pasadena ISD was recently recognized as one of only 23 school districts in Texas to earn the prestigious Award of Excellence in Financial Management. Established in 2020, the award is given to Texas school districts, open-enrollment charter schools, and education services centers that demonstrate professional standards, best practices, and innovations in the area of financial management and reporting. Trophies were presented at an awards reception during the TASBO annual conference in February.
The criteria to qualify for the Award of Excellence in Financial Management is stringent, based on financial accounting and reporting guidelines identified by the Texas Education Agency (TEA) Financial Accountability System Resource Guide (FASRG). Applicants must submit documents across 11 key areas, which are reviewed by a TASBO accounting subcommittee. These areas include:
finance department essentials
staffing & training
controls
budget management
processes
cash management
communications
financial reports
financial analysis and projections
external staff training
innovation (bonus points)
“These organizations have gone above and beyond to demonstrate transparency by meticulously documenting their districts’ policies and procedures,” said Tracy Ginsburg, TASBO Executive Director. “Not only have they showcased the ways they monitor spending, improve budgeting, implement controls, and enhance financial reporting, but they have shared their best practices with colleagues throughout Texas, helping even more educational organizations to better utilize taxpayer dollars.”

This past weekend, 5 amazing students participated in the annual Space Settlement and Design Competition held at NASA. The competition is designed to simulate the experience of working as members of an industry design team and to provide opportunities for students to develop academic and business skills. The students were part of teams with other students from across the state and country. They stayed overnight at NASA facilities for 2 days designing a lunar habitat suitable for 300+ residents. They were mentored along the way by NASA engineers and scientists. Students got to experience what it’s like being in a real engineering firm where they had to collaborate with a large team to meet a hard deadline. Congrats to (from left to right) Tam Nguyen, Issrael Flores, Jocelyn Gonzalez-Clawson, Jose Chavez, and Sandra Baltazar!
