Ray has been in the care of the shelter and a foster for a year, but we don’t understand why he hasn’t found his forever home!

His previous foster helped him come out of his shell, and though it takes him a few weeks to warm up to other dogs, it’s totally possible for him to thrive in a multi-dog home!
