On Wednesday, March 6, 2024 at approximately 1:07 AM, Precinct 8 Deputy A. Self with Constable Phil Sandlin’s Office was providing traffic control for a traffic hazard when a passing vehicle failed to maintain a single lane and nearly struck Deputy Gutierrez’s patrol vehicle. Deputy Self attempted to initiate a traffic stop on the vehicle. The vehicle failed to stop and continued driving recklessly while failing to maintain a single lane multiple times and nearly striking a concrete barrier and other vehicles. Responding units were able to successfully deploy spike strips near Wallisville Rd. The vehicle continued traveling northbound and became disabled at Beltway 8 and Hwy 90. The driver was apprehended and identified as 41 year old Eugenia Letitia Shepherd. While speaking with Shepherd, Deputy Self detected multiple signs of intoxication. Deputy Self administered the Standardized Field Sobriety Test and determined the driver was unable to operate a vehicle safely. Deputy Self proceeded to conduct a search of the vehicle and recovered a firearm. Shepherd was transported to the Harris County Joint Processing Center where an intoxilyzer test was administered. The results revealed Shepherd’s alcohol concentration was over the legal limit. A further check of Shepherd’s information revealed a prior DWI conviction.
The Harris County District Attorney’s Office was contacted and accepted charges for Evading Arrest/Detention with Vehicle, Driving While Intoxicated 2nd Offense, and Unlawful Carry of Weapon. Shepherd’s bonds were set at $10,200 total.
