Mail thieves busted by Precinct 8’s Sergeant Williams after a chase through Bay Forest then caught red-handed with stolen mail.

On Monday, February 26, 2024 at approximately 7:57 PM, Precinct 8 Sergeant Williams with Constable Phil Sandlin’s Office was working in an off-duty capacity in the Bay Forest subdivision when he observed a suspicious vehicle in the neighborhood. The vehicle matched the description of the suspect vehicle involved in recent mail thefts in the area. Deputy Glover was dispatched to assist Sergeant Williams and initiated a traffic stop on the vehicle for multiple traffic infractions. Upon contact with the vehicle, Deputy Glover detected the odor of marijuana emitting from the vehicle. The driver was identified as 56 year old Kevin Foster Quesenberry and the passenger was identified as Laura Ginez. During the course of the investigation, it was revealed the female passenger provided a false name and was identified as 32 year old Taylor Raquel Svede. Svede was further identified as the mail theft suspect captured on video surveillance. A check of Svede’s information revealed an open felony warrant for Possession of Controlled Substance through Harris County Sheriff’s Office and a warrant through Galveston County Sheriff’s Office. Quesenberry was found to be in possession of a key used to manipulate mailbox locks.

The Harris County District Attorney’s Office was contacted and accepted Possession of Criminal Instrument on Quesenberry with a bond set at $100. Svede was charged with Fail to ID to a Peace Officer with a bond set at $250. Houston Police Department is looking into whether these suspects are responsible for other open mail theft cases.
