A further search of the vehicle yielded drug paraphernalia consistent with narcotic distribution. The Harris County District Attorney’s Office was contacted and accepted felony charges for Possession of a Controlled Substance with Intent to Deliver and Evading Arrest/Detention with Vehicle. Moreno was transported to the Harris County Joint Processing Center where his bonds were set at $25,000 for the narcotic charge and $10,000 for evading.
